providing links to other web pages is allowed, with the following exception:
- linking to twwl. pages is only allowed when the link is to one of the following:
  - the twwl. network directory main page.
  - a summary page.
  - any anchors and reporters series (local/regional) page that features more than one person. this means that linking to network subsets is allowed, but linking to a page that contains the image of only one anchor/reporter is not allowed.
at this time, images are allowed, but only if they are attachments to a post/message.
